Why one ZIP can have several rates

A ZIP code is a mail-delivery route, not a tax boundary, so a single ZIP can straddle several taxing jurisdictions. When the official answer sits above the lowest rate

The streamlined sales tax five-digit (Z) record is the answer a seller may rely on for a ZIP. The convention is that it carries the lowest rate in the ZIP, but Nebraska, South Dakota, Washington and Kansas publish Z records above their own minimum area rate. Those ZIPs are flagged so the difference is visible rather than silently averaged away.
