A ZIP code is a mail-delivery route, not a tax boundary, so a single ZIP can straddle several taxing jurisdictions. The breakdown below is a share of the ZIP+4 AREAS inside the ZIP — not of addresses, households or customers. The dominant rate is the one covering the most areas. Counties and places are named from the census gazetteer; a code a state files that matches no census place stays a code, and special district codes are the state's own identifiers with no published names anywhere, so they always stay as codes.

When the official answer sits above the lowest rate

The streamlined sales tax five-digit (Z) record is the answer a seller may rely on for a ZIP. The convention is that it carries the lowest rate in the ZIP, but Nebraska, South Dakota, Washington and Kansas publish Z records above their own minimum area rate. Those ZIPs are flagged so the difference is visible rather than silently averaged away.
